Child Safety Standards

menurutlo is built for Indonesian Gen Z and operates with a zero-tolerance policy against Child Sexual Abuse and Exploitation (“CSAE”). This document explains the standards we enforce, how to report violations, and the actions we take. It complies with Indonesian law (UU 35/2014 on Child Protection, UU 12/2022 on Sexual Violence Crimes / TPKS, UU 11/2008 jo. UU 19/2016 / ITE, PP TUNAS, and Permenkomdigi 9/2026) and aligns with international standards from the National Center for Missing & Exploited Children (NCMEC) and the Google Play Families policy.

1. Our Pledge

We will never knowingly allow CSAE on menurutlo. Any content, account, or behaviour that sexualises, exploits, grooms, endangers, or otherwise harms a child is removed on detection and reported to the appropriate authorities. This commitment overrides every other product priority.

2. What We Prohibit

The following is strictly prohibited on menurutlo, regardless of intent, context, or perceived “artistic” framing:

  • Child Sexual Abuse Material (CSAM) — any visual depiction of a minor (under 18) in a sexually explicit context, whether real, AI-generated, drawn, animated, or photorealistic.
  • Sexual solicitation of minors, including grooming behaviour, requests for sexual imagery, sexual roleplay involving a minor, or attempts to move the conversation off-platform for sexual purposes.
  • Sexualisation of minors in text, audio, video, voice notes, AI prompts, usernames, bios, comments, or any other surface.
  • Sextortion or coercion of minors using sexual content.
  • Human trafficking, sexual servitude, or commercial sexual exploitation involving minors.
  • Promotion, advertising, or facilitation of access to CSAE material — including external links, codes, or invitations.
  • First-person accounts that normalise, glorify, or celebrate child sexual abuse.
  • Doxxing or unauthorised exposure of a minor's identity, location, school, or contact details.
  • Live-streaming, planning, or recording sexual abuse of a minor.
  • Use of AI companions (Luna, Ray, Maudy, Lody) or any user-generated bot prompt to roleplay sexual scenarios involving minors.

3. Age-Tier Safeguards

  • Users under 13 are blocked from registration at both the client and server level.
  • Users aged 13–15 require verifiable parental consent before account activation and have restricted features (read-only Ask, no posting, no testimoni sending, no DM).
  • Users aged 16–17 may post but cannot send anonymous testimoni and cannot use the adult Nearby pool; a separate teen Nearby pool uses fuzzy location with a 2km maximum radius and excludes adults entirely.
  • Direct messaging between adults and known minors is restricted; adult-to-minor DM requires mutual follow plus age-appropriate friction.
  • Companion bots adjust their persona for minor users (Maudy/Lody) and are filtered to refuse romantic, sexual, or NSFW content with any user, especially minors.
  • Targeted advertising and paid research are disabled for all users under 18.

4. How We Detect & Prevent CSAE

  • Tier 1 — Automated pre-publication moderation. Every user-generated text passes through an AI safety classifier (Claude Haiku) before insertion. Items flagged as CSAE are blocked and queued for human review.
  • Tier 2 — Pattern detection. Heuristics screen for grooming language, sexual solicitation, and minor-targeting behaviour.
  • Tier 3 — Human review queue. Trained reviewers triage flagged content within 24 hours; CSAE escalations bypass the queue and are actioned immediately.
  • Tier 4 — Penalty pipeline. Permanent account ban, device/IP block, and law-enforcement reporting where applicable.
  • Image scanning. Uploaded images are processed through Cloudflare Images abuse scanning. We are evaluating PhotoDNA / hash-matching integration for direct CSAM signal sharing.
  • Companion guardrails. All bot-generated responses are post-filtered to refuse sexual, romantic-with-minors, or grooming-shaped output.

5. How to Report a Concern

In-app reporting (fastest)

  • Long-press any post, story, video, testimoni, comment, profile, or DM → Report → select “Child safety / CSAE”.
  • Reports are routed to our moderation queue with elevated priority. We aim to action confirmed CSAE within 1 hour of receipt.
  • Reporters remain anonymous to the reported account.

Email our dedicated child-safety address

child-safety@menurutlo.com — monitored every business day. Include: links or usernames involved, a brief description, and (optionally) screenshots. Do not attach or forward the abusive material itself — describe it instead.

External authorities & hotlines

  • International — INHOPE network. inhope.org.

If a child is in immediate danger, contact local police (110) first.

6. What Happens After You Report

  1. Triage (within 1 hour for CSAE). Our safety team reviews the report and the reported content.
  2. Containment. Confirmed CSAE content is removed immediately; the responsible account is suspended pending investigation.
  3. Preservation. Evidence (account metadata, IP, device fingerprint, content hashes) is preserved in encrypted storage for law-enforcement cooperation.
  4. Escalation. Confirmed CSAM is reported to NCMEC's CyberTipline and to the relevant Indonesian authority (Polri Siber and/or KPAI). We cooperate fully with lawful requests.
  5. Permanent ban. The offending account, associated devices, phone numbers, and email addresses are permanently banned. We do not reinstate accounts banned for CSAE.
  6. Follow-up. Where you provide a contact, our team will confirm action taken (subject to legal restrictions).

7. Designated Child Safety Contact

Under Google Play Families policy and Permenkomdigi 9/2026, menurutlo maintains a designated point of contact for child-safety matters, lawful disclosure requests, and external reporting bodies:

8. Cooperation with Authorities

We cooperate with valid legal process from Indonesian and foreign authorities investigating child sexual abuse, exploitation, trafficking, and related crimes. Lawful requests should be sent to legal@menurutlo.com on official letterhead with case reference. Where required by law (and not under a non-disclosure order), we may notify affected users.

9. Transparency & Accountability

  • We publish an annual Trust & Safety summary covering CSAE removals, reports filed to authorities, and policy changes.
  • Our moderation reviewers are trained on CSAE identification and have access to mental-health support.
  • This policy is reviewed at least once a year and after every material change to product features that could affect minor users.

11. Changes to This Policy

We update these standards when laws change, when new safety tools become available, or when an incident reveals a gap. Material changes are announced in-app and dated at the top of this page. Continued use of menurutlo after notification constitutes acceptance.
